Every SIZE bound in NR RRC ends in one of these names, and so does every INTEGER range. The ASN.1 for RRCReconfiguration never says that a UE may hold 32 serving cells. It says maxNrofServingCells, and the number itself lives here, in one block of value assignments at the end of the NR-RRC-Definitions module.
I keep this page open beside a decoder, because a constant answers two questions faster than the message definitions do. How many of a thing can be configured at all, and whether a value in a log is even legal. What follows is the whole block from 38.331 v19.3.0, quoted without selection, plus the smaller block that bounds the messages gNBs send each other.

Overview
A constant in this block is not a parameter. Nothing in it is signalled, no UE reads it at run time, and it never appears on the air. It is a bound the ASN.1 uses to size a list or to limit an index. The value is fixed when the specification is written, not when a cell is configured.
The bound appears in two shapes, and that pair is why the list looks twice as long as it needs to be. A list uses the count directly, as in SEQUENCE (SIZE (1..maxNrofServingCells)) OF MeasResultServMO. An index into that list counts from zero, so it uses the count minus one. ServCellIndex is defined as INTEGER (0..maxNrofServingCells-1). That is the whole reason maxNrofServingCells is 32 and maxNrofServingCells-1 is 31.
The values are not arbitrary. Each one records a working group decision about how much state the protocol has to be able to describe. The constant maxNrofControlResourceSets is 12, because 12 CORESETs per serving cell is what was agreed. Similarly maxDRB is 29, because that is the number of data radio bearers the protocol allows. A constant is therefore a ceiling on the protocol, and not a promise about any one device. What a given UE supports is reported separately in its UE capability, and it is usually a smaller number.
Where a limit has to change, 3GPP adds a name rather than editing a value. The original maxNrofAggregatedCellsPerCellGroup stayed at 16. Release 16 then added maxNrofAggregatedCellsPerCellGroupMinus4-r16 at 12, for a list that begins after the first four cells. Nothing already deployed changes value, and the extension is visible in the name. This is worth knowing before reading the block, because it explains most of the near-duplicates in it.
A constant is a grammar bound, not a signalled parameter : it fixes the size of a list or the range of an index inside the ASN.1. No UE ever receives it.The -1 twin exists because indexes count from zero : maxNrofServingCells is 32 for the list, and maxNrofServingCells-1 is 31 for ServCellIndex.The bound is a protocol ceiling, not a UE capability : what one UE supports is reported in its UE capability, and is normally lower.3GPP widens a limit by adding a name, not by changing a value : of the 156 constants this page listed that still exist, none has changed.
Naming Conventions
Six patterns carry all of the arithmetic in this block, and it is worth reading them before the block itself. Many of the 473 names are the same limit written a second time for a different context. In those pairs the suffix is the only part that differs.
The table below gives each pattern with a constant that shows it. The prefix names the thing being counted, and the suffix says how the count is being used.

Arithmetic comes before the release suffix when a name carries both. The name maxNrofAppLayerMeas-1-r17 is the Release 17 constant maxNrofAppLayerMeas, minus one. Reading it the other way round produces a name that does not exist.
The block is only roughly alphabetical, and that surprises a reader who expects ASN.1 to be sorted. Each release appended its additions beside a related name rather than re-sorting the file. So runs of names are in order, and the runs themselves are not. Searching by name works, and scanning by eye does not.
One rename runs through the block and it is not arithmetic at all. The Black and White names of Release 15 were replaced by Excluded and Allowed. So maxCellBlack became maxCellExcluded, and maxEUTRA-CellBlack became maxEUTRA-CellExcluded. Neither value moved, so an old decoder still produces the right numbers under the new names.
The suffix carries the arithmetic and the prefix carries the subject : -1, -2, Plus1 and MinusN each name one limit, adjusted for how it is used.-rNN dates a constant and never changes it : a release suffix marks when the name was added, and 170 names carry no suffix at all.Arithmetic is written before the release suffix : maxNrofAppLayerMeas-1-r17 parses as maxNrofAppLayerMeas, minus one, added in Release 17.Not every constant is a maximum : minAltitude-r18 is -420, and it sets the floor in metres of an NTN altitude range.
Multiplicity and Type Constraint Definitions
This is the whole block, copied without selection. A name missing from it is missing from the protocol, not from this page. 473 constants are defined. Each of them appears somewhere in the NR-RRC-Definitions module as a SIZE bound or as the end of an INTEGER range.
The release census is the fastest measure of how much NR RRC has grown. 170 names carry no release suffix, and most of those date from Release 15. Release 16 added 108 names, Release 17 added 83, Release 18 added 75, and Release 19 has added 37 so far. So a listing captured at Release 15 shows roughly a third of what the module now defines.

473 constants, and only 170 of them are unsuffixed : Release 15 defined the core set, and the three releases since have more than doubled it.A failed search here is a failed search against the protocol : the block is quoted in full, so an absent name is genuinely not defined.The comment column is the only description of what a bound counts : the name rarely says whether a limit is per cell, per cell group or per UE.
Constraints for Inter-Node Messages
A second and much smaller block sits in the NR-InterNodeDefinitions module. These constants bound the containers one gNB sends another, such as a handover preparation or an LTM candidate configuration. A UE-side decoder never needs them, which is why they are easy to miss when only the main block is quoted.
29 constants are defined here, and the release split is uneven. Four date from Release 15, 24 arrived in Release 18, and one more arrived in Release 19. That imbalance is the point of reading the block. Before Release 18, inter-node RRC needed four limits: two measurement frequency counts, a measurement identity count and a count of prepared cells. LTM then added candidate cell configurations, TCI state pools and L1 measurement limits. The source node has to pass all of that to the target in one message.

This block bounds inter-node messages only : it sizes what a source node sends a target node, and none of it is signalled to a UE.LTM is most of this block : 24 of the 29 constants arrived in Release 18. They size the candidate configurations and TCI state pools carried in a handover preparation.The two blocks share no names : a constant found here is defined in NR-InterNodeDefinitions and nowhere else. The module matters when a name is looked up.
What Changed Since Release 15
The reassuring result first. No surviving constant has had its value changed since Release 15. The constant maxNrofServingCells is still 32, maxNARFCN is still 3279165, and maxDRB is still 29. A number read from an old copy of this block is therefore still correct, provided the name still exists.
Five names do not survive, and those are the ones worth checking against any older listing or decoder table. Three were renamed and two were dropped outright.

Fourteen further names were added without a release suffix, so a name with no -rNN on it is not proof of a Release 15 origin. Among them are maxCellAllowed, maxCellExcluded, maxEUTRA-CellExcluded, maxFreqPlus1, maxNrofControlResourceSets and maxNrofCSI-RS-Resources. The safest test of when a constant appeared is the change history of 38.331, not the shape of the name.
No surviving value has changed since Release 15 : an old number is still correct, and only the names need checking.Three renames and two removals are the whole list : maxCellBlack, maxEUTRA-CellBlack and maxNrofSSBs were renamed, and maxNrofCSI-RS and maxSIB-1 were dropped.An unsuffixed name is not proof of a Release 15 origin : fourteen constants were added after Release 15 with no -rNN suffix at all.A rename is a decoder problem, not a numbering problem : the values behind the renamed constants are unchanged, so only the lookup by name breaks.
